Hi Doug, The oath at the time of immigration would have been administered as he got off the boat. They wouldn't let someone wander off and not take the oath. Check for early Delaware Records to see if they include the oaths. Originally, Delaware was part of Pa., in 1700 William Penn gave Delaware its own legislature but he retained the title of Governor. There is a chance it might be in the Printed Pa. Archives.
