Hi Cheryl, I received a "No Record Certificate" from the State of Pennsylvania for my father who was born in Scranton in 1913. I didn't get that either. Then, I thought perhaps he was not registered in PA but in Ireland where his parents were born. I haven't done the research on that yet. I did apply for my "Irish Citizenship by Descent" using the "No Record Certificate" and backing it up with his Baptismal record. I called the State of PA and asked about the certificate. The "No Record Certificate" has all my father's info on it and has the State seal. Go figure...
