The staff to renew birth certs would require huge local expenses. Where's the money to come from? Unfunded mandates on local government is illegal in most cases. If no funding is available, no law change will take place! Maybe this means that they want to pass the BC file up against the SS death records to flag BCs as deceased? Pertaining to the government limiting access to birth and death records, according to Cynthia Beaudette the person who wrote the article this is in relation to public law #108-458 the Intelligence Reform and Terrorism Prevention Act of 2004. In reviewing the public law which can be found on the internet, I found nothing in the law stating that they would limit access to birth and death certificates nor anything pertaining to them being renewed every 5 years. It did mention the matching of death certificates, SSN numbers to birth certificates and noting this on the birth certificates. As to the money, apparently states can apply to the federal government for grants in getting their systems up and running.
