My uncle was 13 and working in a railroad car shop in Scranton on January 1, 1920 (federal census) and I'm trying to determine if he was legally employed. A Washington, DC-based children's rights group told me that federal child labor laws weren't passed until 1938, but a book about Lackawanna County said "by 1920 legislation was enacted against the employment of under aged children. Previously, between 15-20,000 children under the age of 14 years worked long hours for the coal industry." Does this refer to Pennsylvania? Does anyone know what the law stated?
