I can think of two reliable and easy to check resources - each yearly newspaper almanac, and each Scranton City Directory listed the city and county officials. In addition the newspaper almanacs published election vote totals [which included the loosing candidates as well as the winners]. The alamancs are held at the Lackwanna Historical Society, Catlin House, 232 Monroe Ave., Scranton, and span from the mid 1880's to 1938. The city directories exist in a few places around the US such as the National Archives in Washington, The PA State Library in Harrisburg (1861-1935), Scranton Public (of course), the NEPaGRS and Albany, NY. For many years Scranton council was divided into two chambers, select and common.
