    3. Technically yes, as the Burgess is usually appointed / selected from within the council, which is elected by the voters; whereas a Mayor is directly elected by the voters of a city. In order to be a councilman, you must reside in the ward or district which you represent. I do suppose that it is, and was, possible for the council to appoint someone not already seated on council as Burgess.
