Reply about Westmoreland County being a township. There is a township in Westmoreland City in Westmoreland County. I have a copy of a deed with the date of 1893. It was a coal mining town. I don't know for sure but it was in existance in the 1870's. It is part of North Huntingdon Township. I hope this helps.
