The native of Indiana, Pa also attended the University of Texas at Austin and northwestern University where he earned a degree in mechanical engineering. Before joining ford he was an automotive engineer with Quaker State motor oil refining Co in Oil city Pa An avid boater Silvis was a past commodore of the Niagara River Yacht Club an instructor for the Antique and classic Boat Society. He also was a member of post 264, American Legion, and lodge 860 Benevolent and protective order of Elks, Survivors include his wife of 48 years the former Lillian Peterson: two daughters, Dona Becker of Sacramento, Calf, and Becky Davis of Amherst; a son William B lll of Lockport : a sister Maxine Rainville of Tucson Ariz 10 grandchildren. A private graveside service will be held AT Acacia Cemetery Park, Pendleton
