His parents were William and Margaret living at Surgeons Hall, Jefferson Township, Allegheny County in 1870, right near Pine Run Creek. Thanks to all, and especially to W. There is no place that I know of that has any records back then for BC's. Births were usually not mentioned in early newspapers, however, if you find an obit for him it might help you, and there should be a death certificate on record at New Castle for him. Since he died in 1939 I would doubt there would be a Delayed Birth Certificate. They seem to have come about because of Social Security, and that law was not in effect until 1937. I have never seen DBC for anyone born before late 1860's and most of them begin about 1880. You had to have a birth certificate to register or draw Social Security and those who were born before births were registered had to have 3 people's affidavits to get a delayed birth certificate. I would try old newspapers as a next resort or perhaps his fathers will might tell you something, if he died when John Hart was young. ! If under age there should be a guardian appt. somewhere on record. Don't give up until you've turned over the last stone.
