I was thinking when I saw the inquiry that this woman could have been at the Soldiers and Sailors Orphanage in Juanita Co. That might not be the exact name of the place. It might be worth a look. I found two of my ancestors there. They were older teens. Their parents were both alive. There were other Federal orphanages around the state (the country) after the Civil War.
