I have made several starts on a program that would do weighted matching including matching relationship scores as part of the match score for an individual. But I have never finished the program. I had a PAF4 version that would do the matching and plant fake AFNs so that PAF could merge them on a wholesale basis but I never got the merge part built into my program. I was going to have it save the differences in notes so there would be no info lost. Once you have the data merged, if you split it or send a copy to someone else and they send back the whole thing with their modifications, there is a way to re-merge everything that is unmodified. But 'no' there is no way to match everybody up unless they all have AFNs. If they have AFNs or UIDs and are EXACT matches you can get merge to zip them all together in one fell swoop.
