I would enter "Born at sea off the coast of Connecticut, USA". I have a case where twins born on Huron Island in the Mississippi River near Keithsburg, Mercer County, Illinois. In this case I have a county because evidently Huron Island belonged to Mercer County. Lots of men born at sea were named Seaborne. It becomes confusing as sons and nephews were named after them, because the namesakes were not born at sea.
