If they really want to stay with PAF I would recommend they go with Family Insight (previously known as PAF Insight) or Ancestral Quest. That way they can sync with New FamilySearch when it becomes available. Many may not be aware of it but Legacy and RootsMagic both have built into them a feature similar to PAF Insight and can search the IIGI and will sync with NFS. They have many more bells and whistles included in them and are cheaper than buying all those PAF add-ons they might be considering. These programs are free for FHCs and can be tried out there or you can download demo's from their website. I would recommend they try all the programs out there and then make their decisions. Just because they are familiar with PAF and consider it easier to use they might be surprised at how much user friendly the other commercial programs really are. At least with the IGI search features in Legacy and RootsMagic you don't get the disappointment of the program crashing after doing hours of work and loosing everything you got off the IGI like you see happen with PAF Insight and PAF.
