Although anyone can walk into the library and use it onsite, only the residents of the 5 municipalities that send their tax dollars to the library are allowed to have HQO at home (or whereever they can get Internet access.) I used my HQO access in Salt Lake City sitting in the largest genealogical library in the world. I did ask why they did not have it, and you know the answer.... too expensive for the number of people and computers they would need to serve.
