It would appear to me that the taxpayer citizens of Delta Co. Colorado are paying for this service for their use. Join that library and support their genealogical resources if you want to use their services. I belong to Godfrey Library (CT) and pay them to access the census from my home computer. It is a very small cost per year ($35) plus I feel I'm helping them provide even more genealogical resources for all of us to benefit by.
