Aside from visiting the Erie County courthouse yourself, or having someone else do it for you, you can also go to your local LDS Family History Center and get the microfilms of the original records. They have filmed the Delayed birth certificate dockets, which were filed 1941-1955 and are indexed on Film #879448. Are you sure she filed a delayed birth record? If so then this is better than a birth certificate because they usually had to prove through witnesses or a written account (like a family bible) what their birthdate was. People usually filed for a delayed record when their birth was not initially recorded (as in a lot of the pre-1906 births) and they needed a proof of birth for social security. This is also why the censuses were soundexed for the years they are as the government realized they could use the census to help prove people's ages.
