Hi Bill, That unidentified Ron Smith photo is of the old Erie City Hall (1884-1963). The tower was 156' high. My info source again is a publication of the Erie County Historical Society, "Lost Erie" by John Claridge. About $20 when I bought it 3 yrs ago.
