Streeper Memorial Lecture J. Joseph Edgette, PhD., Widener University Delco's First Necropolis: Chester Rural Cemetery Founded in 1863, Chester Rural Cemetery was the first and only in Delaware County to fit the tradition of a "rural" cemetery. This well-kept "city of the dead" became the final resting place for thousands of famous, and infamous, citizens.
