I am not familiar with records kept at camps. As a merit badge counselor for 20 years I know there was a small 3-part card for each badge passed by each scout. I kept one part, I gave one of the segments of the card to the scout, and I believe the third part was filed at the local scout district headquarters for the troop. Maybe the 3rd part was kept by the scoutmaster instead of being filed at the district headquarters. Tom Yarnall
