That is Historic Harrisburg Association, which is concerned with preserving historic buildings, neighborhoods and landmarks. Although they aren't concerned with genealogy, they do have some resources for researching where your ancestors lived, who their neighbors were and so forth. And, of course, they all love local history, so even if you can't find what you need, they probably do know where to find it.
