I've borrowed several books thru library loan. I went to the local library with the title and they were able to tell me if they access to a library with that book. Then I filled out a one page form for my local. They requested the book from the library and called me when it was ready. The cost was minimal. The only regret I had is that I could keep the book for only three weeks so I had to do a lot of reading very fast.
