Do you have a library card for the Delta County Library? If you answer yes to one of those questions then you probably would have permission to use the web site. If you answered no then in my opinion you are stealing. It appears from another message to this list that you can no longer access Heritage Quest from the libraries web page which implies that the library also thinks it is stealing and has restricted outside access. -- Robert Blair
