Have you considered the possibility that your William Freeman might be the son of William Freeman who had a tract of land in Sugarcreek Township of Armstrong County, which is just across the river from Madison? The old William appears in the 1800 census of Armstrong County in Buffalo Township. Buffalo later spawned off Sugarcreek Township, and it in turn spawned Washington Township, which is where the Freeman land was. In 1800 the senior William Freeman was older than 45, so he is not the one you seek, but he had 5 sons, three of whom were born in the 1790s.
