The Derrick, December 5, 2008: Clair W. Florig, formerly of Knox (Ninevah) Genevieve Ferrare Scapaticci, North Hollywood, Calif., formerly of Franklin Marjorie J. Staab, Erie, formerly of Oil City Pauline A. VanDyke, Oil City Cindy Wolf, Medina, Ohio, formerly of Clarion Clair W. Florig, 81, formerly of Knox (Ninevah), died Wednesday, Dec. 3, 2008, in the Golden Living Center at Shippenville. Born Dec. 20, 1926, in Pittsburgh, he was the only child of the late George W. Florig and Alice Wolcott Florig. Mr. Florig was a graduate of Westinghouse High School in Pittsburgh and the University of Pittsburgh where he earned dual degrees in history and physical education. He was a captain in the U.S. Army and served during World War II and the Korean Conflict where he earned several ribbons and metals. He was a truck driver for various food service companies through the years and, when he moved his family to the Knox area, he began work with the Knox Glass Container Corporation from which he retired. Mr. Florig was an avid reader and hunter and enjoyed competitions with his wife to see who could finish the daily crossword puzzle first. He was proud of his yard work and raised beautiful roses. He followed the Pittsburgh Steelers and Pittsburgh Pirates very closely. He was a member of the Clarion Rod and Gun Club and the American Legion Post in Knox until he became disabled. He marred the former Doris J. Villwock on Dec. 27, 1951. She preceded him in death on June 5, 2005. Surviving are two sons, Kurt Florig and his wife Sandra of St. Marys and Craig Florig and his fiancee Paula Graham of Strattanville; a daughter, Susan Weaver and her husband Douglas of Nickleville. His survivors also include grandchildren Nathan Weaver of Saegertown, Joshua and Melissa Weaver of Ninevah, Kevin Florig and his girlfriend Daniella Reynolds of Edison, N.J., Amy Florig and her companion John Young of Oil City and Michael Florig and his girlfriend Carrie Acklin of Clarion; and two great-grandchildren, Kylee Weaver and Dylan Williams. The David McEntire Funeral Home in Knox is in charge of arrangements. There will be no visitation. Private funeral services will be held today with the Rev. Richard Osberg Jr. officiating. Interment will follow in Starr Cemetery, Ninevah. Genevieve Ferrare Scapaticci, 88, of 7753 Rhodes Ave., North Hollywood, Calif., formerly of Franklin, died Tuesday, Dec. 2, 2008, at her home. Born Sept. 28, 1920, in Franklin, she was the daughter of the late Louis Ferrare and Pearl Belfiore Ferrare. She graduated from Franklin High School in 1938, and she worked at General Manifold and CPT before moving to California in 1954. She married John L. Scapaticci at St. Patrick Church in Franklin on Aug. 4, 1953, and he died in October 1993. She was an active member of St. Genevieve Church in California and a volunteer for many years for Catholic Loaves and Fishes. Mrs. Scapaticci is survived by a daughter, Joan E. and her husband, David, who lived with Mrs. Scapaticci; one brother, Samuel J. Ferrare of California; two sisters, Theresa Bennett and Louise Ferrare, both of Franklin; one sister-in-law, Christine Ferrare of Fresno, Calif.; and many nieces and nephews and great-nieces and great-nephews in this area. In addition to her parents and husband, she was preceded in death by an infant son, John L.; and two brothers, Anthony Ferrare and Louis Ferrare Jr. Funeral services were held in California. Staab, 69, of Erie, a former Oil City resident, died Wednesday, Dec. 3, 2008, in her daughter's home in Erie following an illness. Among her survivors are two daughters, Debra Hall of Oil City and Joann Bump of Erie; and a granddaughter, Jess Marsh of Erie. Pauline A. VanDyke, 78, of Oil City, died at 11 p.m. Wednesday, Dec. 3, 2008, at the Oil City Presbyterian Home. Born Dec. 20, 1929, in Franklin, she was the daughter of George and Anna Sobota Sustak. Mrs. VanDyke attended Franklin High School. She was a member of St Patrick Church in Franklin. Mrs. VanDyke enjoyed crafts, reading, cooking and baking. On June 15, 1953, she married James VanDyke, who survives. Also surviving are a daughter, Jena Knight of Oil City; a brother, John Sustak of Franklin; and three sisters, Sophia Sayers, Almeda Wilson and Mildred Murphy, all of Franklin. In addition to her parents, she was preceded in death by six brothers, Thomas, Joseph, Stanley, Edward, Frank and George Sustak, and two sisters, Marjorie Grisanti and Stella Sustak. Friends may call from 2 to 4 p.m. Saturday at the Morrison Funeral Home in Oil City. Prayer services will be conducted at 4 p.m. Saturday in the funeral home. Interment will be in Shaw Farm Cemetery. Cindy Wolf, 49, of Medina, Ohio, formerly of Clarion, died unexpectedly Thursday morning, Dec. 4, 2008, at her residence. "Jack" Wallace, Shippenville and formerly of Clearfield Edward F. Banner, 75, of Fryburg, died suddenly Wednesday, Dec. 3, 2008, at UPMC Shadyside in Pittsburgh. He was born Oct. 15, 1933, in Fryburg, and he was the son of the late Frank and Maude Weaver Banner. Mr. Banner was a 1950 graduate of Shippenville High School. He served during the Korean Conflict as a truck driver for the U.S. Army. He was married Oct. 15, 1960, to Catherine Hutchinson. Mr. Banner was a member of St. Michael Church in Fryburg. He worked as the head electrician at Wolf's Head in Reno until his retirement in 1995. Mr. Banner enjoyed fishing, hunting and the outdoors. He also enjoyed playing euchre and was a long-standing member of the Fryburg Sportsman 's Club. Evalyn M. Love, 87, of 104 S. Third St., Shippenville, formerly of the Sligo area, died at 3 p..m. Tuesday, Dec. 2, 2008, in the intensive care unit of the Clarion Hospital. Born May 7, 1921, in Licking Township, Clarion County, she was a daughter of John and Leora Kline Kunselman. Mrs. Love was a homemaker and a devout wife, mother and grandmother. She was a member of the Callensburg United Methodist Church and attended the Shippenville United Methodist Church since residing in Shippenville. She was married July 23, 1943, to Ralph E. Love, who survives. Survivors also include a daughter and her husband, Barbara and Kimball McDowell of Boynton Beach, Fla.; a son and his wife, John and Jackie Love of Shippenville; and four grandchildren, Jonathan Love of Pittsburgh, Jillian Love of Shippenville and Matthew McDowell and Micah McDowell, both of Florida. Alice Marie McGunigle, 63, known to her quilting friends as "Ace," passed away Tuesday, Dec. 2, 2008, at Clarion Hospital after a 17-year battle with cancer. A passionate quilter, Alice's work was featured in several publications and won awards in shows both locally and nationally. She was also an instrument rated pilot and flew out of Monroeville airport in Pittsburgh, where she received her pilot's license at age 17. She graduated from the University of Pittsburgh with a degree in mathematics and married her childhood sweetheart, Ray McGunigle, who had just taken a position in the State Department. She traveled with him on assignments to Japan, South Africa and China, and it was in Capetown, South Africa, that she gave birth to their son, R. Travis. While studying Chinese in Taiwan in preparation for assignment to the consulate in Shanghai, Alice learned that she had developed a malignant tumor. After a brief stay in Shanghai, she returned to the U.S. for treatment and could no longer travel overseas. Her husband then retired from the Foreign Service and the family moved to Clarion to be near her parents in East Brady. While in Clarion, she worked part time at the Clarion University library and helped form a quilt guild which became the center of her artistic endeavors. In her free time she was also an avid and voracious reader of novels and an ardent pro football fan. Two and a half years ago, she suffered a recurrence of her cancer. With the help of the dedicated and supportive staff of the Clarion Hospital Cancer Center she fought the disease with dignity, spirit and heroism right up to the end. She leaves behind her mother, Winifred Staas, age 84; her husband, Ray; their son, Travis; and two rescued mutts that were much beloved by her. Visitation will be held from 7 to 9 p.m. Friday at the Goble Funeral Home & Crematory, 330 Wood St., Clarion. Interment will take place in St. Eusebius Cemetery in East Brady. Elaine Russell Rudisille-Settlemire 78, of 1681 Horsecreek Road, Seneca, died at 8:50 a.m. Wednesday Dec. 3, 2008, at the Oil City Presbyterian Home. Born Jan. 29, 1930, in West Chester, she was the daughter of J. Boyd Smith and Dorothy Sollinger. She was raised by her aunt and uncle, Harold and Ruth Smith Russell, for the first seven years of her life and then lived with her grandparents, Mac and Mary Smith of Plumer. Mrs. Rudisille-Settlemire attended Oil City Schools. She had worked many years for Columbus Janitorial Services and was a certified nursing assistant working in private duty. She was married July 5, 1947, in Trinity United Methodist Church to Charles Rudisille, who preceded her in death May 13, 1977. She later married Roland Settlemire on Aug. 3, 1996, and he preceded her in death Sept. 22, 1998. She was of the Protestant faith. Elaine enjoyed playing the piano, crocheting, and doing cryptograms, but especially enjoyed taping religious programming for use in the mission fields. She had been a member of the Captain R.L. Green Marine Corps Ladies Auxiliary in Titusville and was a former member of the Order of the Eastern Star, Morris Chapter, in Rouseville. She is survived by four children, Judith Niedich of Franklin, Susan Conaway of Ashtabula, Ohio, Charlene Rudisille of Seneca and Timothy and Nora Rudisille of Oil City; a former son-in-law, William Conaway of Jamestown, N.Y.; and five grandchildren, LeAnn and Brent Webster, Amy and Scott Smith, John and Brandy Conaway, Matthew Conaway, and Sarah and Francis Fofie. Survivors also include eight great-grandchildren; a brother and his wife, James and Linda Smith of Prospect; a brother-in-law, Dale Bell of Hershey; and many nieces and nephews. Born April 24, 1933, in Clearfield, he was a son of the late Jesse R. and Minnie (Woodling) Wallace. A veteran of the U.S. Army, he served during the Korean War. Mr. Wallace retired in 1994 from Penelec, where he was employed as a machinist at the Shawville Power Plant. Prior to that, he was a barber at the White Cross Barber Shop. He attended the Manor United Methodist Church, Shippenville. He was a member of the Clearfield Lodge No. 314 F & AM, the Scottish Rite and the Shriner's Jaffa Temple. He also belonged to the Curwensville Loyal Order of Moose Lodge No. 268, the F. Michael Sicks VFW Post No. 1785 in Clearfield, the Clearfield American Legion John Lewis Shade Post No. 6 and the National Rifle Association. In addition, he was a member of the Clearfield Benevolent and Protective Order of Elks Lodge No. 540, the Clearfield Fraternal Order of Eagles Aerie No. 812 and the Sinnemahoning Sportsman's Association. He was married April 7, 1956, in Erie to Mary Elizabeth "Betty" (Boyce) Wallace, who preceded him in death on Oct. 7, 1993. She was born Dec. 1, 1944, in Detroit, Mich., and was a daughter of the late Thomas T. Mortimer and Margaret H. Montgomery Mortimer. She married Richard "Jack" Conner on March 1, 1963, in Lawsonham and he preceded her in death on Sept. 8, 2002. Mrs. Conner was a member of the Lawsonham United Methodist Church and had attended the Union High School. She collected angels and enjoyed crocheting. Mrs. Conner was employed for a number of years as a bartender at the Rimersburg VFW, Carey"s Bar in Rimersburg and at the All Stars in East Brady. Surviving are two daughters, Melissa Conner and her fiancé Shawn Rankin of Rimersburg and Brenda Custer and husband Kevin of Rimersburg; a son, Dewayne Conner of Rimersburg; two grandchildren, Justin Goodman of Rimersburg and Jada Custer of Rimersburg; two brothers, Gale Mortimer and his wife Nellie of West Middlesex and Richard Mortimer and his wife Linda of Mercer; two sisters, Patricia L. Stitt and her husband Gray of West Sunbury and Deborah Kaye Heeter and her husband Dirk of Rimersburg; a number of nieces and nephews; and a brother-in-law, Donald Holliday of Rimersburg. Born Oct. 23, 1947, in Endeavor, she was the daughter of the late Merton S. and Phylis N. Walters Russ. On May 5, 1972, in East Hickory, she married John R. Dorsek, and he died Jan. 10, 1997. She was currently employed by ITL Lumber Co., formerly Hammermill and Endeavor Lumber, for the past 40 years as the office manager. She graduated from West Forest High School in Tionesta in 1966. She was Free Methodist by faith. Surviving are five brothers, Ronald "Jack" Russ and his wife, Beverly, of Endeavor, Duane Russ and his wife, Judy, of Pittsfield, Randall L. Russ and his wife, Helen, of Endeavor, Larry A. Russ of Kellettville and Steven V. She married Henry L. Grazioli in 1938. He preceded her in death June 29, 1985. Surviving are a daughter, Kathleen Ellis of Melbourne, Fla.; a son, John H. Grazioli of Kittanning; six grandchildren, five great-grandchildren and a number of nieces and nephews. Means, 73, of Knox, passed from this life to the next at 5:55 a.m. Tuesday, Dec. 2, 2008, at UPMC Northwest in Seneca after a courageous four-month battle with pancreatic cancer. Born Dec. 31, 1934, at Wentlings Corners, Clarion County, he was the son of the late Roy C. and Ova Uplinger Means. He graduated from White Memorial High School in Knox in 1952. Don retired from Joy Manufacturing in Franklin in 1997 after more than 31 years in the machine shop. He was a veteran of the U.S. Army. Don was a member of St. Paul United Church of Christ at Knox RD, where he served as a deacon, trustee and elder. He also sang in the church choir. He was a very active member of the Knox Lions Club, where he could always be counted on to chair a committee whenever needed. He also held memberships in the Beaver Township Bucktails, the Knox Rod and Gun Club, the National Rifle Association and the Order of the Moose in Westfield, N.Y. Don was an Eagle Scout and had been a committee chairman for Boy Scout Troop 56 in Knox. He was active in various capacities for the Knox Little League program and was a former president of the Keystone Football Boosters. He also served as a hunter safety instructor for the Pennsylvania Game Commission. Don was an avid hunter and fisherman, enjoying many days on Lake Erie fishing and countless hunting excursions with his wife. He enjoyed sharing experiences and mentoring youngsters on the great outdoors. On Aug. 17, 1963, he married M. Emily "Merf" Cotherman, and she survives. Also surviving are two sons, Steve Means and his wife, Jennifer, of Montoursville, and Scott Means and his wife, Pam, of Salem, Va.; and three grandchildren, Hannah Means, Peyton Means and Logan Means. More survivors include a sister, Ruth Ann (Harry) Greer of Weedsport, N.Y.; a brother, William Means of Strattanville; and a brother-in-law, Bill Haun and his wife, Leeann, of Knox. In addition to his parents, Don was preceded in death by two sisters, Merrilyn Haun and Jean Bierly. Morrison, 90, of 808 East Third St., Oil City, died at 8 a.m. Tuesday, Dec. 2, 2008, after an extended illness. Born July 13, 1918, in Oil City, he was the son of the late Samuel and Francis Burbank Morrison. He was a graduate of Oil City High School. Mr. Morrison was a professional truck driver and terminal manager. He worked for Crossett Trucking and Ellsworth Freight Lines. He also was known for his volunteer work with Meals on Wheels and various Christmas fund raising events for many years. Don enjoyed hunting, walking in the woods, playing UNO, and teasing others at every opportunity. Don was a lifelong member of Calvary United Methodist Church. He was married Jan. 8, 1941, at a United Methodist church in Michigan to the former Dorothy E. Alsbaugh, who preceded him in death July 27, 2008. Surviving are two sons, Tim Morrison and his wife, Sue, of Venus and Zephyrhills, Fla., and Denny Morrison and his wife, Sue, of Dover, Fla.; seven grandchildren; and 11 great-grandchildren. Also surviving is a niece Carol Ann Bacigal of Bellville, Mich. He was preceded in death by one brother, Harold Morrison; and one sister, Alfredene Tesmer. Mr. Klingler belonged to the Trinity Evangelical Congregational Church in Fern, where he served on the board for six years. He also served on the board of directors of the Phipps Cemetery near Elmo. He enjoyed hunting, camping, fishing trips to Canada and gardening, including growing and selling strawberries. He was married Oct. 21, 1953, to Mary Etta Hartzell, who survives. The Klinglers celebrated 55 years of marriage last month. Survivors also include two daughters, Anetta Radaker and her husband, Glenn, and Patricia Klingler; and two grandchildren, Angela and Scott Radaker, all of Knox RD. Born March 30, 1935, in Oil City, he was the son of the late Walter and Zella Rose Butler Bickel. Mr. Bickel worked in Seneca at Stephens Auto Body until he became disabled. He was a member of the Fraternal Order of Eagles and loved hunting until he was disabled with MS. After his disability he enjoyed playing cards with his family, solitaire, putting puzzles together and spending time with his loving family. Mr. Bickel had served in the Merchant Marines. He married the former Mary Louise Ferringer, who preceded him in death on April 14, 1998. Mr. Bickel was a member of the Sligo Church Of The Nazarene. Deeter and Iva M. Overmoyer. Mr. Deeter was a self-employed builder and contractor for Maple Lane Development, often known as "Deeterville." He was a dedicated church member and loving father. Mr. Deeter was a model airplane enthusiast who built an experimental aircraft which he piloted, and he also was an inventor with a number of patents, having built many cars, trucks, boats and recreation items. He was married Dec. 16, 1950, to Patricia A. Dykins, who survives. Frantz Jr., 88, of Drake Drive, Oil City, formerly of Seneca and a World War II veteran, went home to the Lord on Friday, Nov. 28, 2008. Born Aug. 12, 1920, in Perryville, Clarion County, he was the son of the late Virgil V. Frantz Sr. and Sarah Mae Jordan. Mr. Frantz graduated in 1941 from Parker High School and then attended trade school in New Castle, where he trained as a machinist. He served in the U.S. Army from 1942 until 1946 during World War II and was stationed in the South Pacific. Mr. Frantz was a member of the Free and Accepted Masons, a member of Petrolia Lodge 363 and a 32nd Degree member of the Valley of Oil City and the Valley of New Castle. He was also a member of the Cranberry Area Lions Club for many years. He was a member of and attended services at Seneca United Methodist Church. Mr. Frantz enjoyed vegetable gardening, working in his yard and farming. Mr. Frantz was employed at Glass Containers Corp. in Reno as a mold maker, retiring in 1982 after more than 40 years of service. He was married April 9, 1946, to the former Kathryn Rose McKee, and she preceded him in death on July 26, 1997. He later married Dorothy Ripper on July 18, 1998, and she survives. Also surviving are a son, Jay S. Frantz and his wife, Barbara, of Franklin; four step-children, Dorothy Lenfestey and her husband, Jeff, of Perrysburg, Ohio, John Ressler and his wife, Sandy, of Colorado Springs, Rebecca Hartman of California, and Dan Ripper and his wife, Rossalynn, of Maryland; nine grandchildren, Julia Lefkovitz, Brian Culbertson, Philip Frantz, Louren and Jason Eneix, John Ressler Jr., William Ressler and Christopher and Nicholas Hartman; seven great-grandchildren; and three sisters, Mary Piestrack of Beccaria, Martha Guntrum of Fordland, Mo., and Helen Hagan of Parker. Marie Olson Frasher, 70, of Leesville, La., formerly of Clarion, died Sunday, Nov. 23, 2008, at her residence. Born May 18, 1938, in Forest City, Iowa, Mrs. Frasher was the daughter of Sylvan and Evangeline Olson. She attended a one-room country school through the eighth grade and graduated from Forest City High School. She received an associate degree from Mason City Junior College and later studied at St. Louis University, the University of Iowa, Omaha University and Northwestern State University. Mrs. Frasher's first teaching position was in 1958 in Hampton, Iowa. She retired June 1, 2008, from the Vernon Parish School District after 22 years as a Head Start teacher. Her teaching career extended over a 50-year period, minus the years she was at home with her two daughters. Mrs. Frasher was married June 3, 1961, at Our Shepherds Lutheran Church in Mason City, Iowa, to George Frasher who survives. During her married years, Mrs. Frasher and her husband resided in Muscatine, Iowa; LaPorte, Ind.; Council Bluffs, Iowa; Fairfield, Iowa; Bloomington, Ind.; Clarion, Pa., and the last 23 years have been spent in Leesville, La. She was a member of Polk Memorial Episcopal Church where she was the secretary of the church council and president of the Alter Society. Mrs. Frasher is survived by her husband of 47 years, George Frasher of Leesville, La.; two daughters, Mary Kathleen Breitkreutz and her husband, Robert, of DeRidder, La.; and Elizabeth Ann VanNatta and her husband, Phillip, of Manhattan, Kan.; four grandchildren, Andrew Robert and Kathleen Marie Breitkreutz of DeRidder, La., and Emily Katherine and Sean Frasher VanNatta of Manhattan, Kan.; a brother, LeRoy Olson and his wife, Colleen, of Mason City, Iowa; a sister, Betty Held and her husband, Bryon, of Longview, Wash.; and a number of nieces, nephews and friends. Harvey, 88, of 6 Oakwood Drive, Oil City, a retired banker who also was active in many community organizations, died at 5:08 p.m. Tuesday, Nov. 25, 2008, at UPMC Northwest, following an extended illness. He was born July 17, 1920, in Titusville, the son of John J. and Alice Gertrude Seep Harvey. He grew up in Titusville and graduated from Titusville High School in 1937. His grandfather was Joseph Seep, an early oil and banking baron who worked for John D. Rockefeller's Standard Oil Co. and later was president of Oil City Trust Co. Joe Harvey would later serve with distinction at that bank's successor, First Seneca Bank. Joe graduated from Georgetown University in 1941 and came home to Titusville to work as a chemist for Pennsylvania Refining Co., moving shortly thereafter to Pennzoil in Oil City. When World War II broke out, Mr. Harvey served as a captain in the Army Air Corps in the Pacific Theater in Iwo Jima and the Philippines. After he came home from the war, he went to work at the Oil City Trust Co. as a messenger. He liked to tell the story of the beautiful blonde who worked at Bache & Co. and came into the bank every day. He asked someone who she was and found out that she'd been asking about him, too. Joe Harvey and Barbara Morgan were married on April 30, 1949, in the St. Joseph Church rectory in Oil City. She preceded him on Nov. 1, 2002. Mr. Harvey worked his way up through the ranks at the bank his grandfather once led. In 1954, the year Oil City Trust Co. became First Seneca Bank and Trust Co., he was named assistant secretary and treasurer. Following several subsequent promotions, Mr. Harvey was named president and chief executive officer in 1966, a position he held until his retirement in 1985. On Dec. 31, 1983 , he became vice chairman and chief executive officer for Pennbancorp, a multibank holding company. First Seneca was one of three banks under the Pennbancorp umbrella. He also served as chairman of United Data Services, a Pennbank subsidiary, and as a director of Pennbank. Mr. Harvey was a member of the Pennsylvania Bankers Association and the American Bankers Association. In 1970, he was named by the Pennsylvania secretary of banking as one of two commonwealth representatives of the National Association of Supervisors of State Banks, an association of state bank supervisors organized to protect the dual system of banking. Under his leadership, First Seneca grew from 12 to 49 offices throughout western Pennsylvania, with holdings increasing from $100 million to $895 million. Widely respected for his devotion to the community, Mr. Harvey was one of the driving forces behind the development of Clarion University-Venango Campus in 1960, serving as treasurer of the campaign when community leaders raised more than $350,000 to purchase 62 acres of land in the West End of Oil City and build the first building, Frame Hall. In 1984, he was nominated by Gov. Dick Thornburgh to Clarion University's Council of Trustees, were he served for 13 years, as vice chairman from 1985-1987 and as chairman for 1988-1990. He also served as a Clarion University Foundation Board member from 1987 until 1992 and was a member of its Finance Committee. He remained an active member of the Venango Campus Advisory Council for many years, serving as its chair from 1986-1987. In 1994, Mr. Harvey joined the steering committee of the university's capital campaign, serving through the end of the campaign in 2000. He was actively involved in securing contributions for the university as well as providing generous, personal financial support. Following Mrs. Harvey's death, Mr. Harvey and his children established the Barbara Morgan Harvey Center for the Study of Oil Heritage in her memory in 2003 in the Charles L. Suhr Library at Venango Campus. The center serves as a repository for Mrs. Harvey's large collection of books, documents and historical memorabilia. It offers scholars, students and the community a place for discussion and study of Pennsylvania's oil region. In addition, the Harvey family created an endowment to support ongoing educational activities at the center to bring that history to life. Mr. Harvey served as president of the Oil City Chamber of Commerce, vice chairman of the Oil City Redevelopment Authority, incorporator of the Oil City Health Center and director, treasurer and chair of numerous fund drives for the United Fund. He was also a member of St. Joseph Church, the Oil City Club, Wanango Country Club, the Franklin Club and the Knights of Columbus . Mr. Harvey was elected chairman of the Board of Library Associates at his alma mater, Georgetown University, in 1986, an organization of which he was a founding member. Mr. Harvey used his banking acumen to help many area residents for generations to come. Because of his initiative, necessary steps were taken to transform the Samuel Justus Charitable Trust from a limited fund to one that aids many Venango County residents and organizations. Several other charitable trusts later followed that plan. Over the years, several organizations recognized Mr. Harvey for his outstanding civic involvement. In 1986, he received an honorary doctor of laws degree from Thiel College. The French Creek Council of the Boy Scouts of America honored him in 1987 with the Distinguished Citizens Award. Mr. and Mrs. Harvey were honored by the Oil City Chamber of Commerce as the Outstanding Man and Woman of 1995. Clarion University recognized Mr. Harvey's more than four decades of dedicated advocacy for higher education in the region with the 2004 Distinguished Volunteer Award. Mr. Harvey was married Feb. 14, 2004, to the former Martha Autenrieth Sarver in Good Hope Lutheran Church, and she survives along with Joe's four children and spouses: Joseph and Susan Harvey of Bethel, Maine, Thomas and Patricia Harvey of Pleasanton, Calif., David and Jean Harvey of Slippery Rock and Judith Harvey of Sarasota, Fla.; six grandchildren and their spouses, Nathan and Kimberly Harvey of Glen, N.H., Brett and Hattie Harvey of Golden, Colo., Matthew and Kristen Harvey of Livermore, Calif., Michelle and Kyle Steffenhauer of Pleasanton, Calif., Johanna Harvey of Washington, D.C., and Caroline Harvey of Greensboro, N.C.; five step-children and their spouses, Philip Sarver and Rita Craig of Clarion, Beth and Joe Psalmonds of Shreveport, La., Rebecca and Walt Bloom of Oil City, Mark and Linda Sarver of Leheighton and Stephen and Kim Sarver of New Bern, N.C.; a sister-in-law, Barbara Harvey of Clemmons, N.C.; a special nieces, Lisa Raines of Clemmons, N.C., a special nephew, James Harvey of Titusville; and several other nieces and nephews. Born Nov. 9, 1928, in Oil City, he was the son of Porter Evan and Nellie Mae Shields Proper. He served in the U.S. Air Force as a radio engineer. Mr. Proper was an industrial engineer for Oilwell Supply for several years. He then branched out into establishing foundries on his own. He was serving as president for his foundry, Proper Iron Works, at the time of his death. He was a member of The American Foundry Society. He also was a member of Hasson Heights Community Church in Oil City, where he had served in the past as an elder, and was on several other committees. Mr. Proper was a former Scoutmaster for Boy Scouts of America Troop 6 in Oil City. He was a devoted husband and father who was kind and caring, and he will be missed by his family and many friends Mr. Proper was married Aug. 19, 2006, to Thelma Mae Atkins, who survives. Mr. Proper is also survived by one daughter, Pennie Fee and her husband, Jim, of Oil City; one daughter-in-law, Cathy Proper Kaltenbaugh of Sandy Lake; and five stepchildren, David Stopp of Lincoln, Neb., Linda Stopp of Denver, Colo., Kathleen Seuffert of Roselle, Ill., Cindy O'Brien and her husband, Patrick, of California, and Tammy Rodibaugh of Oil City. The Derrick, November 26, 2008: Lena Donella "Dolly" Doutt, Carson, Calif., Franklin native Barbara Ann Ellington, Phoenix, Ariz., Oil City native Joseph Seep Harvey, 6 Oakwood Drive, Oil City Getting it right - Ruth Schultz Lena Donella "Dolly" Doutt, 65, of Carson, Calif., died at 4 a.m. Thursday, Nov. 20, 2008, at the Harbor General Hospital in Torrance, Calif. She passed away in the Intensive Care Unit while being treated for collapsed lungs. Born July 30, 1943, at the Franklin Hospital in Venango County, she was the daughter of Carl I. and Ella Mae "Curly" Doutt of Polk. Ms. Doutt graduated in December 1961 from Humboldt Institute in Minneapolis, Minn., and accepted a position in Washington, D.C. with the CIA. She moved to California in the mid-1960s and worked for 30 years at Gardena Hardware until she retired in 2002. She attended the Torrance First United Methodist Church and maintained a lifelong membership at the Polk United Methodist Church. She was a respected church participant. Ms. Doutt loved football and she vigorously rooted for the Pittsburgh Steelers. Her favorite song was "Hello Dolly." She was a happy person. Ms. Doutt is survived by a brother, Don; a niece and two nephews. Internment will be beside her parents in the Old Sandy Cemetery. Barbara Ann Ellington, 59, of Phoenix, Ariz., an Oil City native, died Tuesday, Nov. 11, 2008, in Phoenix, following a brief illness. Born June 2, 1949, in Oil City, she was the daughter of Robert J. and Edna P. Baughman Brosius. She was employed by the City of Phoenix water department as a research specialist for the past 28 years. Surviving are four sisters, Katherine Andres and her husband, Patrick, of Seneca, Virginia Brosius of Jamestown, N.Y., Sarah Kulinski and her husband, Edward, of Oil City, and Darlene Simmons and her husband, Merle, of Columbus, Ga.; two brothers, Thomas Brosius and his wife, Carolyn, of Dallas, Texas, and Richard Brosius of Franklin; and numerous nieces, nephews, great-nieces and great-nephews.
