Hi list, I came across this info in the Delaware County Daily Times, in the 100 Years Ago section. 28 Mar 1904 -- Chester Times After the new rules of the court go into effect the first Monday of April, it will not be easy for a foreigner to secure naturalization papers in the county. The new rules are strict on this question and the applicant must clearly prove that he is entitled to become a citizen of the Untied States before the right can be conferred upon him. The most important change in the rules is that requiring each person who desires to become a citizen of the United States to be represented by a lawyer, a member of the Delaware County Bar. The applicant also must be a bona fide resident of this county for at least six months immediately preceeding (sic), his application.
