    1. 28 Mar 1904 -- Chester Times (new rules on naturalization)
    2. Hi list, I came across this info in the Delaware County Daily Times, in the 100 Years Ago section. 28 Mar 1904 -- Chester Times After the new rules of the court go into effect the first Monday of April, it will not be easy for a foreigner to secure naturalization papers in the county. The new rules are strict on this question and the applicant must clearly prove that he is entitled to become a citizen of the Untied States before the right can be conferred upon him. The most important change in the rules is that requiring each person who desires to become a citizen of the United States to be represented by a lawyer, a member of the Delaware County Bar. The applicant also must be a bona fide resident of this county for at least six months immediately preceeding (sic), his application. This will bar outsiders coming into the county just to be made citizens. Happy hunting, Helen (DCGS)
