This is a guess at best, Judith, but I have a copy of the Heads Of Families from the 1790 and there are five columns for each entry. They read, from left to right: Free White Males of 16 years and upwards, including heads of families Free white males under 16 years Free white females, including heads of families All other free persons Slaves I'm guessing that the figures you are seeing are a tally of these five columns, broken down by section, or perhaps by township.
