The only named papermaking mills I can find, in Chester, were The William and Alexander Mode Mills,on the west branch of the Brandywine, and the Rokeby Papermill, on Buck Run...it mentions that there were 6 or 7 others, but they aren't named. I find several McCoys in Chester, but nothing of Elizabeth. A Dennie McCoy served as a Pvt.. in Capt. John G. Wesler's Co of Volunteer Light Infantry, 1st Brigade, 2nd Div, Pa militia...war of 1812. A James McCoy served in the same war, as a Pvt.. in Capt. Benj.. Wetherby's Co. There are also McCoys listed in the late 1700s...Andrew, John, Robert and William....so, there were McCoys around. Have you gotten Chester census ? In 1850, she should appear, by name, on the census of a HOH McCoy father. There are also lots of Thomsons in Chester, judging from the wills I scanned over, but as you gave no given name for Elizabeth's husband, I didn't know what to look for, just in case he, too, had family there. Below are the wills of Chester Co that include the name McCoy up to the year 1834...that's as late as I have. Maybe you'll get lucky and recognize some given names...always so great when families hand them down through the generations. Good luck.
