Ian: Before you go to all this trouble, it isn't clear why you need someone to look this stuff up for you? In what time period are these marriages and deaths? If before 1885, then yup, you need lookups. And you might find the information that way. If since 1890 something, you get the info by writing to Vital Records at New Castle, Pennsylvania (not Delaware). I don't know the address off hand, but someone will chip it in. Unless they lived in any of certain large cities, in which case you would write to the city. Examples are Harrisburg, Pittsburgh, and Philadelphia.
