Good morning, I, Helen M. Imburgia have recently become Founder/President of The Delaware County Genealogical Society of PA. Please read on to understand what we are about & to see if your are interested in becoming an advisior/member. A few months back, I had a discussion with a few of my friends about starting The Delaware County Genealogical Society of PA. (Ginny DeNenno, Doreen Hannum, Joyce Newlin Turnicky.) Over the years, when I instructed my Genealogy Workshops, or did lectures many of my students had asked me to become the founder of such an organization & to please do something about the county records! (Which, I always had in the back of my mind, to do, for many years.) I have contacted an attorney for instructions on how to set up this type of organization. I do not want to collect due's, so I did not need to incorporate! I do not want to have monthly meetings with by-laws, etc. In other words, I do not want the "old type of genealogy society" -- I would like to see an online Delaware County Genealogical Society of PA. We need to do something with a society that will move us into the "new wave," the future. I do suggest having lectures, in different parts of the county, at different times, on genealogy topics: census records, the Mormons, the Civil War, or any topic that would have anything to do with genealogy. By becoming more active in our communities, we will hopefully bring attention & more interest to genealogy. We dearly need to get back to our Family Roots! Furthermore, we are very concerned about our Genealogy Records at The Delaware County Court House & Fair Acres where the Archival Records are stored. Issues: 1. Archival Records--How they are kept & stored. We need a place to view these records & make them available to the public. Improper use, a docket was being used to prop a door open. There is no temperature control, where they are stored, etc. We have been give (3) reasons why we can't see the records. a.) We have been told there is no room for visitors to do research! b.) They are not insured to have visitors! c.) Someone stole a docket & now no one is allowed in Fair Acres to view the records! 2. Public Records--in general not being available to the public. Divorce Index, Citizenship Papers, Letters of Intent, Immigration Records, Veterans Records in the Recorder of Deeds Office, etc. To get Citizenship Records you have to call are go to the Passport Office, the clerk takes your name & the name your researching, she in turn calls a woman at home who gives her the Book and Page No. Then Fair Acres is called to retrieve the record. We asked why does this woman have the index cards in her basement? We have been given (2) reasons: a.) The woman she calls is/was part of the DAR Historical Society who did a lot of genealogy research over the years. b.) She was a former clerk at the court house & when she retired, she took the index cards with her because she had made them. 3. Missing/lost Public Records--Murder Index Docket; Adoption Docket (1865-1921) (maybe in Chester); Tax Docket; Dela. Co. Court House's Immigrate Wall Records, etc. 4. Clerks & people in charge at the Delaware County Court House--They are very unpleasant, rude; they act like you are bothering them; they do not want to help you & they make it very apparent; they get mad or upset if they have to make copies for you, they will not make a copy while you wait you have to come back next week, etc. (What if you are not from the area.) Note: If anyone ever experienced any difficulties &/or problems getting county records please contact me! My plans are, to have people online who can give advice, guidance, direction & help to anyone doing genealogy research in Delaware Co., PA. Over the years I have enjoyed giving advice but I'm now finding most of my time is spent doing this. Hence, I would like to compile a list of people who would be interested in being a member/advisor of the society by having an area of expertise &/or giving out genealogy advice on research in Delaware Co., PA. I for one, do not know everything there is to know about genealogy &/or Delaware Co. Is there anyone on the list that lives in the Chester and Delaware County area? I am looking for someone to look up a few marriages and deaths for me and see what documentation they may find.Needless to say I am not asking anyone to do this for free I will more than gladly pay them and cover all expenses such as copies fees and gas.My research centers around 3 individuals and basically I would be looking for birth marriage and death info on those 3 people. If there is no one on the list that could undertake the task could anyone recommend a Proffessional genealogist they have had personal experience of. Thank you everyone for getting upset about the attitude problem at the Delaware County courthouse! I had a similar experience at the Mifflin County Courthouse, trying to obtain a copy of a probate file. Below is all of the discussion about it on the list. Even though I'd written partly in response to two other people with similar problems who never got any response from the list, the people on the list were very snotty, and lectured me on how the clerk's office are swamped with work and can't do genealogical research all day, and how great the staff there are. Now, I knew the date of death, the town, the clerk did tell me they do have a probate file on her, so presumably they know where it is ; I wanted only a copy. I couldn't find or else two more replies I got were private, lecturing me for expecting those busy people to "spend their day doing genealogical research", and how wonderful and helpful those people are - if you can go there in person! And noone ever did take me up on my effort to swap services for someone copying my probate file for me. I have access to entire U.S. Census, as well as many Texas records - could do some great research for someone! I asked a friend on the Web who is knowledgeable, and he said try a letter to the town supervisor or something of the sort, and that they might be getting around it by saying you can go there in person to view the records, which indeed is the claim they are making. And that you can hire someone to get them for you. I really think that these offices are obliged by FOIA or whatever law covers court records to copy the files for you. Does anyone specifically know? I really wish someone would please tell me what law applies. And if anyone knows of an effective place to complain, I'll definately do it! Yours, Dora I just had an experience with getting probate in Mifflin County; I wonder what experiences other people have had. I called the court clerk's office for Mifflin County to ask if they had my great aunt's and her daughter's probate, and they said they had just the daughter's. Well, great, I said, how do I get a copy of the file? Well, the woman was rude, and she said they don't copy probate files for people "just for genealogy", "you'll have to contact the Historical Society". I pointed out to her that those are public records, and the law requires her to make copies. "The law requires us to make them available, but they are all the way down in the basement, and you have to have someone come in and make copies yourself". Now, I already have to pay someone $50 to get my great grandfather's probate in Philadelphia, where they follow procedures, just don't often find probate records that are there, and I really don't ahve this kind of cash to throw around; plus I believe they really have to have a procedure to make copies for people. Well, later in the afternoon I got her boss, who told me that actually they have an arrangement with the Mifflin County Historical Society to come in and copy those documents for people - for a fee. If that is indeed what other people have found to be the case, I have the phone number for Mifflin Co Historical Society at the other end of the house in my knapsack because I also was trying to call them today. It's worse for the Social Security Administration if you don't have the SSN. These people in Lewistown have to deal with the administration of more current matters. Sometimes we find what we are looking for quickly, but usually we read and search for many hours to find nothing. I would hate to think that somebody's financial affairs after a recent death, or the court itself was delayed because I wanted to know if my gr-great grandaddy had a will. Certainly these are public records but a legal need must exist for them to be required to expend time on a search. I certainly won't try your patience explaining so complex an issue but to not be redundant, how do you copy an old record without first locating it? By researching the files, right? I have been working with these laws professionally for 21 years and have been teaching on the college level for 15. If I were to gain employment as a records clerk I would still have to go to a specialized school to be qualified. We have all run into unreasonable public officials in the course of our hobby but be assured that a court of record, like Mifflin County, is operating within the law. Also, we should all realize that the Freedom of Information Act covers only certain Federally kept records, not state. States often comply eventually but some states like New York and California have very strict privacy laws so that even though a living person may be on a census, the state held records could still be sealed. May this be the last words on this topic so we can return to finding dead ancestors and living cousins. If I don't respond back to you please forgive me but I want you all to know I'm working on this problem & I'm very grateful to you all for your help--this has been along time in coming! I'm going to start with local officials, but go on to state, federal, newspapers & TV. (I will update you as I go along.) I feel that if the locals think that know one else is evolved, nothing will ever be done to help us preserve & make these records available to the public. If we can't get to them now, with all this publics show of interest-- I think nothing will ever be done regarding these records! About 10 years ago there was an article in the Daily Times on how these Archival Records were going to be housed & preserved-- nothing ever happened!! In doing so he told me with in a year they were going to try to have as much online as they could, starting with the important records first, mortgages, taxes, etc. (I asked if he could e-mail me a letter to that fact, that I could post on the web.) He went on to tell me to send him a letter & he would address our issues but that I might not like what he would says! (Was this a threat or was he trying to intimidate me?) He continued on by telling me how busy his job was & he had more important issues, tax assessments, abused children to worry about at this time. He does return phone calls but I had to understand he had xxxxxxx amount of constituent to consider. I asked him if I could just mention the four (4) issues (above) to him. He asked if it would take long (he was not being nice). I told him it would not take me long! When I mention issue (1.) he told me to put this in a letter. When I mentioned issue (2.) he has no control over records at the court house. When I mentioned (3.) he told me I was making him "mad" by even bring this up! When I told him about issue (4.) he wants to know about any court employee who screams at the public or is not doing their job. In conclusion, this was not a very pleasant conversation & I could tell he did not want to hear anything I had to say but wanted me to listen to him & understand his problems. Hence, write to Wallace NUNN, especially about issues #1. & #4. This may be your best recourse in your quest for public records. I've found that squabbling with local officials can be frustrating and unproductive, but invoking State and Federal statutes and having someone from the state or federal government contact the local agency can be very helpful. It really gives you alot more credibility when you can play the "government game" better than they can!
