Re: Bellefonte's poor house, I know I'm not going to be terribly helpful, but I can assure you there was one. Somewhere among my Garbrick kin I have a man with NOTES in my database indicating that he was employed at the poorhouse as a caretaker. I can remember some details, but can't tell you off the top of my head right now who he was, so consequently, cannot summon him up from my database.
