Here’s an idea re access to obits. A bit old school, but an option. Someone who receives a subscription at their door posts the names appearing in the obits for the day/week to this list. Then anyone on the list who has an interest contacts the poster for additional information and/or a copy. Poster determines if reimbursement is necessary. Example: Tribune-Democrat obituaries for the week of 8.1.13 Doe, John Doe, Sally Smith, Jim White, Susan This does not solve the public access issue, but could be helpful to those on this list. I actually did this for a small town/county in SE VA during the time we lived there. Response was sporadic but I provided the service as a random act of genealogical kindness and did not charge.
