I think it very unlikely that the Old Jail would close. Most of the records there belong to the County, as does the Jail itself. Some of the records are required by law to be available to the public or county officials. The Historical Society, which has been governed by a board composed largely of the local lawyers, has assumed the responsibility of being in charge of the historical records. They do not own them or control them. The clerks who work there are hired by the County and they look up materials for legal purposes, mostly those required by lawyers. The emigration records belong to the Federal Government since 1906, when the Federal Government assumed sole responsibility for emigration. Before that, the States had the responsibility for emigration and citizenship, but after about 1886, when the Federal Government published rules governing citizenship, the Federal Government began to take control.
