    3. Potter's Fields were usually reserved for those who were destitute and could not afford a plot or burial expenses. Believe burials were paid for by the county or other municipality. That may be why so many babies are buried there; they were not buried there to separate families. The idea was to provide a decent burial even for people who had no means to pay for their burial expenses.
