Sorry, Linda, this isn't rumor. It has been conventional internet practice since the days of the arpanet that all caps IS shouting. That is exactly why caps ARE acceptable to emphasize a point. but not for an entire message. You may not like it or agree with it, but it is a widely recognized social.protocol with an established tradition going back more than 20 years -- ancient by the standards of the computer age. Not only that, but there have been many studies that demonstrate that all caps is much more difficult to read because there is much less variety in the shape of letters. Therefore, messages is all caps may well offend or confuse people you didn't mean to offend. Presumably, none of us wish to make that kind of mistake.
