The answer was in guardianship records. 14 and unders, somebody else must petition court for guardian to be appointed for minors. 15-18, the minor can petition the court for a guardian be appointed. 18-20, must ask court for permission to sell or buy estate, property whatever. 21 - free to do without having to ask the court.
