we don't pay for libraries out here in Calif. where i live, in Silicon Valley/San Jose/Santa Clara, even if we live outside the borders of whatever entity is supporting the library - i have cards for various nearby city libraries and the county library - if you make it to Santa Clara (we have nice winters out here . . . ), go into the very genealogist-friendly city library and get a card, and you will then be able to use Heritage Quest from home i love belonging to this list - and i visited my sister in Berks County (Womelsdorf) this summer and found it lovely - send me some whoopie pies (peppermint filling would be good this time of year . . . )!
