I could find no record of what you sought in your query about Beaver Co. and Westmoreland Co. I suggest that you read 'Ancestry's issue of RED BOOK. It contains references to read about Maps and Land Records and basically how the state developed. It does not show Beaver Co. as being at one time a part of Westmoreland . Hope this helps.
