If the death you are interested in occurred in Armstrong Co. before that time, writing to the PA Vital records will probably result in a letter advising you to check at the county. Armstrong Co. does have a ledger at the Courthouse in which they recorded some deaths before that. This book has been filmed by LDS and is available thru them at any of the FHC's. Frankly, you would be better to get the films of the records, which is a copy of the actual book entries. Note there are films for the index to the book, and the actual book. Good luck.
