I think some of them may feel that this sort of research keeps them from other duties. Also, in some cases, they are just absolutely swamped with these sorts of requests. Obviously, the more information you are able to provide them, the easier it makes their job. This is why someone who lives in the area and has time to get to the courthouse might make your quest for information easier, not to mention less expensive (if they are willing to conduct such research for free, or at a reduced rate). In fulfilling such requests myself, (in Erie Co.), I usually don't charge anything beyond what I have to pay to obtain the information.
