DOROTHY HELEN BEST Dorothy Helen Best, age 84 of Knox, a retired school teacher, died at 1:50 a.m. Saturday, January 31, 1998, in Clarion Hospital following a short illness. Born March 24, 1913, in Beaver Twp., Clarion Co., she was a daughter of Glenn and Esther Wetzel Best. She was a graduate of White Memorial School in Knox and was a 1950 graduate of Clarion College with majors in both elementary and secondary education. She also held a masters degree in education from Penn State University, specializing in the field of English. Other graduate study in her field was done at New York University, University of Hawaii, and the University of London, England. She also did a study in the special field of Shakespeare. Miss Best taught school for 42 years, primary grades through college, with most of her teaching done at Oil City Junior High School where she taught English. She was an active member of St. Pauls United Church of Christ at Knox, RD 2 and at age 11 taught Sunday School classes. She completed 27 state leadership training courses in religious education. She also was very active in church camping, serving as director and counselor for 17 summers. She directed and taught Bible School for a number of summers. For eight years she had served as Junior Church Leader. Miss Best spent four years in Japan at a Christian College in Obirin Gakauen, teaching English and Bible to young college people. She encouraged and aided two young men to become ministers. She also aided a young woman from Orissa, India, to complete her education and become a Christian teacher. Since retirement, Miss Best remained very active, helping the R.S.V.P. Program and working for the Clarion Co. Literacy Program. She was a chaplain for the D.A.C. in Clarion. Surviving are three brothers, Vern Best, Cavier Best, and Marvin Best, all of Knox, four nieces and two nephews; 16 great nieces and great - nephews; 13 great - great nieces and great - great nephews. In addition to her parents, Miss Best was preceded in death by a sister, Miriam Alberta Best; a niece, Linda Kelly, and a sister in law, Mary Ellen Best. Friends may call from 2 to 4 and 7 to 9 p.m. today in the William N. Rupert Mortuary in Knox. Funeral services will be held at 11 a.m. Tuesday in the Funeral Home with the Rev. Raymond Faulds, pastor of St. Pauls United Church of Christ officiating. Interment will be in St. Pauls Union Cemetery. The family suggests that memorials be made to St. Paul United Church of Christ, RD 2, Knox, or to the Knox Area Ambulance, Knox 16232.

    2. I contacted the Register of Wills in Armstrong County, and they gave their address as the following. I asked if marriage records were held there, and they said yes. They said they have marriages after 1885, Deeds from 1805, Deaths and Births from 1893-1905 available (I wrote this down while I was on the phone, so I may have errors--please double-check the dates with them). They would not give me prices or information over the phone, but asked me to mail my specific information from the will book, with SASE, and that they would send me the forms and prices with that. They sounded friendly on the phone, but seemed to be more willing to find the information when I told them I had the year, volume, page, and estate numbers. I don't know whether they will conduct a search if you don't have specific information. There really are no birth certificates for that time-- they have them written down in books at the courthouse. And from what I can see, they were recorded in all counties "catch as catch can". Born 18 Apr 1839, died 1916, married Julia A. Cornman and Christine Acheson. 3 children that I have : John, Lemuel, Benjamin (sorry no dates). Julia Cornman was the daughter of Henry Y. I think some of them may feel that this sort of research keeps them from other duties. Also, in some cases, they are just absolutely swamped with these sorts of requests. Obviously, the more information you are able to provide them, the easier it makes their job. This is why someone who lives in the area and has time to get to the courthouse might make your quest for information easier, not to mention less expensive (if they are willing to conduct such research for free, or at a reduced rate). In fulfilling such requests myself, (in Erie Co.), I usually don't charge anything beyond what I have to pay to obtain the information. And thank you for Delilah Bowser's last name. I think Benjamin was mostly known as Lee Toy, but he was called Lee B. Toy in the 1900 census. He was named in James Hindman's will as Benjamin Lee Toy, and he and Rachel were named to inherit James' farm in East Franklin twp. Two of their children were also named in the will: Rosannah Toy was to receive a side saddle, and Robert Hamilton Toy a man's saddle. Could you tell me more about Valentine Toy?     2. Fred, Do you have access to the Kittanning Cemetery or records of it? I'm looking for Edward R. Runyan. He was born in Kittanning and his son, Calvin, was born there in 1854. A good place to look for information on any county for any state is http://local.yahoo.com/local/. Keep in mind, though, that births weren't always recorded in these days, or at least, not at the time of the birth. It might help to request a search through the Delayed Birth Records as well. When you contact the courthouse to determine fees, if you find that these fees are prohibitive (my local courthouse charges $15 per person), you might want to send out a plea to the list for anyone who lives locally to check these records out for you. Marriage License copies are $1.00 per copy $4.00 for marriage duplicate Death Certificates are $4.00. Birth certificates are $5.50. Mailed copies are $1.00 per page. In office copies are available for 50c per page. Marriage records date from Oct. of 1885 to present. Birth and death records date from 1893-1905. After 1905, records are kept in New Castle. The 1850 census shows family of Peter Toy and wife Delilah and 11 children. Benjamin was the next youngest at age 3. Do you have anything to show Delilah's surname?
