I paid $19.00 for a service to get a death certificate from New Castle last month, and they had none on file. I got no refund, but I received the answer in 10 days. I have a Division of Vital Records, 1400 W. Spring Garden St. Room 1009, Philadelphia, PA 19130-4090 of birth & death records for Philadelphia.
