Many years ago, I studied this census at NARA and found much of value to me with my own family research. It is important to note that I was searching all possible avenues for explanation of an unusual medical condition found in my family that previously no one of the elders had heard of. So, this 1880 census is filled with information, as is stated in its title, of defective, dependent and delinquent classes (of human beings). There is much information on persons who were ill, blind, deranged, paralyzed, etc. It is not a mortality schedule. When known, parents and residences are named/identified as is the health (loosely termed) issue. If you have more questions, please ask and I will try to answer although it was many years ago when I studied these types of census rolls.
