Glynice, The Lower Bermudian Cemetery is on the grounds of the Lower Bermudian Church, which is the oldest Lutheran Church in Adams County, PA (according to the sign they have out front). This is a tiny church, but it is still in operation, holding regular services. I don't know who puts the flags on the graves. I think it is likely some veteran organization, but I'm not sure. I'm sure you could contact the church. There has not been anyone there when I visited, and I have not gotten around to contacting them yet, but it shouldn't be too difficult. The church is located on Lake Mead Road in Adams County. I'm not sure what the city would be, but you could probably get a number by calling information.
