BUT, you must remember if they weren't listed as Russian, Polish, or Finish on the original manifest they will not be here. You may also want to try Ancestry.com to see if he is listed in immigration index, (Ancestry.com has the manifest for WILLIAMS, Jos (below) but very little information is given in this time frame.I can send you a copy of this manifest in jpg form) or try a for later year of arrival for the family on Steve Morse's site.
