Dave, Any records held at the Allegheny Country Records Center can only be accessed by making a request through the Western PA Genealogical Society who has some kind of relationship with the Carnegie Library in the PA Room. I don't know what the relationship is but they both share the same address, same room. As far as Bob Seeburger, I was mistaken. You have to contact the Genealogical Society with all requests.
