One develops relatively cheap software and gives billions of dollars to charity. The other sponsors terrorism. Until the incident of Sept. 11, 2001 the nation would not tolerate such action as a war. After Sept. 11th they will support such actions that are now going on. Apparently it took a devastating act for America to support extensive military engagement. Plus the fact that anytime Clinton took military action everyone said he was only doing so to distract from his political problems.
