Before that it could be done in any court, at any level (state, city, county, mayor) and anywhere. So it is much more of a needle in a haystack before 1906. There is not quite as much information in the earlier years either. But the later years do give you the things you hope for: ship name and port and date of immigration. Of course the 1920, 1910, and 1900 census should give you a sense of when they came, and perhaps when or if naturalized.
