OK. I think I can narrow your search a little bit. According to the 1900 census for Philadelphia, William, a single man and machinist, is living with his widowed mother Mary Smedley in Ward 22. At the same time, Elizabeth W. Matlack, a single woman and seamstress, is living with her parents Franklin and Margaret D Matlack in Ward 33. Ages and birthplaces match with later census entries for William D. and Elizabeth W. Smedley. My opinion is that William and Elizabeth got married between June 1 and December 31, 1900. Of course, you could write to Philadelphia to see if you can get a copy of marriage license #124868 (1900) for William D. Smedley and Elizabeth W. Matlack (as shown at https://www.familysearch.org). The officiating officer's/minister's return should give you the actual marriage date.
