My source of info about the Ballinger family was from the book "Hilley Cousins: The Descendants of Thomas Hilley, Rev. Soldier, and His Wife Mary Walker Bond", 2 vols. with supplements, pub. 2002, compiled by Ann Clark Holloman and Nancy Brown Guest, a copy of which is on file at the Chester Co. Historical Society in West Chester. Book contains info on thousands of descendants of George Eavenson (1782-1843) and wife Mary Hilley, George having come to Elbert Co., GA from Chester Co., PA with his parents Eli Eavenson and Rachel Seal ca 1790. Book also contains info on Chester Co. ancestors of Eli and Rachel including Eavenson, Woodward, George, Williamson, Malin, Seal, Temple, Taylor, Gilpin, Haines and Smith. Info on the Ballinger-Harding ancestors of George W. Chandler Eavenson Sautee-Nacoochee, GA In regard to your inquiry about Henry Ballinger (1660-1727) who came to America in 1678 on The Kent, I am a descendant and the info I have is that his Will was dated 8 Mar 1727, proved 10 Apr 1733, recorded in Burlington Co., NJ, Will Book 3, page 285. He was married to Mary Harding on 4 Sep 1684 in Burlington, NJ. She was the daughter of Thomas Harding and Eleanor Bagwell who were married 26 Feb 1662 at All Hallows, London Wall. Thomas Harding's Will named "Mary, wife of Henry Ballinger" and was dated 8 Feb 1707/8, recorded in Burlington Co., NJ, Book 1, page 220, proved 6 Dec 1708. These people are also ancestors of President George W. Bush.
