I have found the very same problem for Philadelphia, and PA in general. I really don't believe they are researching this...

I wrote to Buffalo NY for a birth certificate and was told there was no record. However, a very nice couple, went to the SAME PLACE I had written to and made a copy of the birth certificate and sent it to me! Now if there was no record, how did they find it??? They were with Random Acts of Genealogy Kindness. And I greatly appreciated their random act of kindness.
